JSutils has just released version 2.1 of DownOff. DownOff monitors the average download or file transfer rate and initiates computer shutdown if the download rate has been below a specified percentage for a preset time. It can also be used to shutdown a remote computer and supports all the normal shut down modes. See history for change details.
