JSutils has just released version 2.1 of DownOff. DownOff monitors the average download or file transfer rate and initiates computer shutdown if the download rate has been below a specified percentage for a preset time. DownOff monitors the average download rate and initiates computer shutdown if the download rate has been below a specified percentage for a preset time. It can be started manually or automatically via the Windows Task Scheduler. DownOff works by monitoring the download directory rather than watching a particular file.
