Adds the ability to deal with inflation and discounts including rate capped charging methods to this water use comparison calculator.

AllOff Lite 2.0 - Coming December 2008
This stripped down keyboard, mouse and keyboard shutdown untility gains the ability to have all the functionality of keyoff lite and cpuoff lite, eventually replacing them completely.
